Aldi has been refused planning permission for a third time for development in Clonsilla.
An Bord Pleanala has upheld Fingal County Council's rejection of the plan.
The German supermarket group wants to build residential and retail units on the Weaver's Row site - including 19 apartments and 13 houses.
The development was to also include a supermarket, off-license and a creche.
The council had concerns over traffic, parking and design.
