The Government's being urged to invest €150 million in a new base for multinationals, start-ups and researchers at the Grand Canal dock.
The project includes plans for an innovation hub on land owned by Trinity College.
It's ten year development is expected to cost more than a billion euro.
Dublin Chamber's Graeme McQueen says it would make Ireland a global competitor;
"We see other cities abroad, the likes of Toronto, Paris, London, they're all investing big to nurture the R&D that they have in the city
"So this is what it's going to do in Dublin
"Developing the Innovation District is a potential game-changer for both Dublin and Ireland in terms of the country’s ability to nurture innovation, develop talent and to cement its position as a top tier location for foreign direct investment", he insisted.
