Planning permission is being sought for a ten million euro re-development of Howth Castle.
Irish property investor Tetrarach Capital has teamed up with Michael J Wright hospitality for the project.
An application has been launched with Fingal County Council.
The scheme will involve a change in parts of the castle to commercial use, with provisions for an outdoor lift.
The plans will also include a 150 seated restaurant, a cookery school, gin making courses and a range of retail stores.
